1. Scope of application

this regulation applies to freight support vehicles applying for freight transport passes for the publishing industry in Beijing during the Olympic and Paralympic Games (including freight vehicles entering Beijing from this city and other ports, except for dangerous chemical transport vehicles)

the "applicant" and "applicant" mentioned in these Regulations refer to the enterprises and institutions in the publishing industry that have transportation needs in Beijing during the Olympic and Paralympic Games

II. Application conditions

(II) comply with the environmental protection standards specified in the notice on temporary traffic management measures for motor vehicles in this city during the 2008 Beijing Olympic and Paralympic Games and the notice on temporary traffic management measures for motor vehicles entering Beijing from other provinces, regions and cities during the 2008 Beijing Olympic and Paralympic Games

(III) the vehicle for which the applicant intends to apply for a pass cannot have any unprocessed violations

III. job responsibilities

Beijing Publishing Bureau (address: No. 55 chaonei street, Beijing) as the public service window of the industry director and centralized Department (hereinafter referred to as the industry window), adheres to the principle of ensuring demand and strict control, and carries out the work related to the public service window of freight security in the publishing industry in Beijing

the industry window is mainly responsible for accepting and reviewing the freight demand of the industry director and the centralized unit applicant, and signing the review opinions

IV. application procedure

the applicant applies to the industry window and submits the following materials:

1 "Application and approval form for the passage demand of freight vehicles during the Olympic and Paralympic Games" (Table 1 and table 2, the format is attached)

2. Industrial and commercial license of the carrier (copy)

3. Vehicle license (copy)

4. Transportation vehicle compulsory insurance stub (copy)

5. Road transportation operation license of the carrier (copy)

6. Road Transport Certificate (copy) of the carrier vehicle

the above materials should be clear and complete, stamped with the official seal of the enterprise, and bound into a volume in order. If the carrier enterprise and vehicle are not of the nature of commercial road cargo transportation, the materials in items 5 and 6 may not be provided; If the carrier is not a business unit, the second material may not be provided

v. application requirements

(I) the applicant who entrusts the carrier to provide freight services must submit the original and copy of the contract that can prove that the applicant has a service relationship with the carrier

(II) the applicant shall fill in the "application form for traffic demand of freight vehicles during the Olympic Games" and the "detailed list of traffic demand of freight vehicles with extraordinary economic and social benefits during the Olympic Games" (printed copy) item by item as required, and submit the relevant materials of the carrier enterprise required by these Regulations (copy, stamped with the official seal of the enterprise)

(III) the applicant shall provide all the application materials in duplicate, including the application and approval form for the passage demand of freight vehicles during the Olympic and Paralympic Games
